The governing St. Kitts-Nevis Labour Party has recommitted itself to make the creation of home ownership a priority in the new five-year term.

The Labour Party, which is seeking a renewal of its mandate with the people of St. Kitts and Nevis next Monday January 25th, has built over 4,000 homes over the past 14 years.

The latest statistics indicate that the Labour Party Administration of Prime Minister Hon. Dr. Denzil L. Douglas built and facilitated the construction of 4,053 homes between July 1995 and December 2009. This is compared to the 251 homes built by the former Peoples Action Movement (PAM) of The Right Hon. Dr. Sir Kennedy Simmonds.

The Labour Party built homes through the National Housing Corporation (NHC) programmes in 44 new locations and 16 existing locations, a total of 60 locations compared to 16 locations by the former PAM Administration.

The quality of the homes built and provided to nationals and their families is also important in the provision of a comfortable residence.

New areas where homes were built by the Labour Administration are in St. Christopher 1, Pond’s Pasture, Pond’s Estate, Taylors, Gillard, New Town and New Road; St. Christopher 2, Dorset, Pine Gardens, Mc Knight and Boone Avenue and Lockhart Street; St. Christopher 3, La Guerite, Buckleys, Shadwell, Trafalgar, Bay View, Camps, West Farm, The Abbots, and Garveys;  St. Christopher 4, Challenges, Green Tree, Verchilds, Conyers, Middle Island, Con Phipps and Harry Phipps.

Other new areas where homes were built by the Labour Administration since 1995 are St. Christopher 5, Fig tree; Newton Ground, St. Paul’s, Dieppe Bay, Parsons, Pogson, Lavington, Saddlers and Harris; St. Christopher 7, Belle Vue, Mansion, Christ Church, Phillips’ Upper Bourryeaux, Lodge Village and Ottley’s; St. Christopher 8, Ottley’s, Keys and St. Peters.

The Labour Administration in line with several National Housing Corporation (NHC)-sponsored programmes built 159 homes in St. Christopher 1; 250 homes in St. Christopher 2; 223 homes in St. Christopher 3; 191 homes in St. Christopher 4; 116 homes in St. Christopher 5; 342 homes in St. Christopher 6; 352 homes in St. Christopher 7 and 384 homes in St. Christopher 8, a total of 2,017. With the assistance of the Development Bank of St. Kitts and Nevis, 2,036 homes were built, for a total of 4,053. It must be pointed out that this 4,053 does not include private homes built by individuals on their own or with financing from other financial institutions.

The Labour Party in its 2010 Manifesto said it understands the far-reaching benefits of home ownership and the dramatic difference that owning a home can make in a person’s life.

“When Labour creates a new homeowner, it opens, for that person, doors to bank loans,wealth accumulation, business opportunities, social progress, social status, economicsecurity and inter-generational economic security,” it said.

The Labour Party reiterated that it knows that when someone acquires a home for the firsttime, “control an asset whose value increases from year to year; are freed from the un-ending obligation to pay rent can not look forward to the day when rent nor mortgage payments will be necessary and will have these newly freed funds for investments or other purposes.”

The Labour Government’s mechanisms for expanded home ownership include the Special Land Initiative, the National Housing Corporation and the Development Bank of St. Kitts and Nevis.

“Labour is continuing to provide additional lands, additional homes, additional assets, additional security’ and real economic power, to the people of the federation,” said the manifesto.

The incumbent Labour Government said it is offering tax relief to commercial banks that ease credit terms to first-time minimum wage purchasers, but an EC$10 million standby facility is being established at the Development Bank in case this offer is not accepted.

More homes for the residents of Taylors in East Basseterre.

Construction has begun on several homes in Taylors, where not a single home was built during the 15 years of the People’s Action Movement (PAM).

Since taking office in 1995, the Parliamentary Representative for East Basseterre, Dr. the Hon. Earl Asim Martin, has constructed 100 homes in Taylors alone.

Under the various housing programmes, 43 homes have been constructed at Taylor’s Extension, two at Taylors Housing, five in Taylors Village and 50 homes at Taylors Extension Phase 1.

Recently, Parliamentary representative for St. Christopher 7, Dr. the Hon. Timothy Harris complained of neglect as no homes were built in Philip’s and other areas of the constituency during the tenure of the People’s Action Movement (PAM).

“Not one block was used by the PAM government and the PAM representative in Phillips to build a house. Not even a little sand from Wash Ghut was used by PAM in Phillips’ in their 15 years in Government,” said Minister Harris in stressing his point.

The record shows that in their 15 years in office, the People’s Action Movement of Dr. the Hon. Sir Kennedy Simmonds, despite having a PAM Minister of Government as the Parliamentary Representative for St. Christopher #7, did not build a single house in several areas of that Constituency including Ottley’s, Upper Bourryeaux, Phillips’, Christ Church and Belle Vue.

332 homes have been built in St. Christopher 7 alone since the Denzil L. Douglas Labour Government took office in July 1995.

The PAM Government built a total of 251 homes in St. Kitts between February 1980 and June 1995 compared to the Labour Government’s total of 3,891 island wide between July 1995 and June 2009 under several housing programmes including the National Housing Corporation (NHC), Ministry of Housing/Department of Housing, House St. Kitts, CLICO, KOLMA, Imbert Construction Services and home loans approved by the Development of St. Kitts and Nevis.

“Provision of housing under the Nevis Reformation Party (NRP)-led Nevis Island Administration, has been a major accomplishment”, said Premier of Nevis the Hon. Joseph Parry. He made the statement on Nevis Television- (NTV) 8 program “Government in Action” hosted by Mr. Walter Morton, Wednesday night.

Under the housing programmes put together by the NIA, a number of Nevisians have been afforded the opportunity to buy a home and land.

Premier Parry said $25 million had been put into the development of seven housing communities across Nevis with a total of 248 homes.

In addition, a Civil Servants Mortgage loan programme was ongoing.  The programme commenced with an initial amount of $10 million, which was provided by the Social Security Board.  Due to a high demand for homes [in excess of   1,000] an added $5 million was allocated in 2009.

Almost 70 civil servants and non-established workers have so far benefitted from the loan programme which has allowed for new construction, renovation of property, property purchase and refinancing of existing mortgages.  A total of $13, 280, 226 has so far been approved in loans.

The government housing boom has also benefitted local contractors, electricians and plumbers.

During his address, the Premier commended the tradespersons and the Nevis Housing and Land Development Corporation for their commitment which ensured that the houses were modern and elegant.

Meanwhile, during the budget debate last Wednesday, House representative for the St. Georges Constituency and leader of the Opposition party in Nevis, the Concerned Citizens Movement (CCM),  Hon. Vance Amory, stated that the houses built under the NRP were too expensive and were being stockpiled.

In response, Premier Parry explained that the houses built under his administration were inexpensive yet completed unlike the incomplete and expensive houses built by the previous CCM led-Administration.

He further explained that there were more requests for houses from Nevisian residents than the Nevis Reformation Party led Administration could complete. In addition, houses constructed under his Administration’s Affordable Housing Project contained closets, cupboards and full bathrooms that were tiled and painted.  “Once someone purchased one, it was only necessary to take one loan and move in their furniture.   Unlike housing under the previous administration, a loan was taken for the house, tiles, cupboards and closets among other necessities”, the Premier added.

“My NRP government has had a history of bringing affordable homes to Nevis in the past and we will continue the practice for the future,” concluded Premier Parry.
