St.Kitts - Nevis’ Main Opposition party the People’s Action Movement celebrates International Woman’s Day by highlighting the outstanding record of achievements by the party in the development and empowerment of the federation’s women.

“On the occasion of International Women’s Day it is fitting to remind ourselves and our country of the sterling contribution women have made to our history. Unfortunately the record is scant in reference to the struggles of our foremothers during enslavement because their contributions were under-recognized. We must pay tribute to those generations of anonymous women who fought to further the cause of freedom,” said People’s Action Movement Leader Lindsay Grant .

“Thankfully we are quickly making up for this neglect and are giving women the honour that is long overdue. In our post colonial history our women have been at the forefront of every aspect of building our federation,” Grant continued.

The People’s action Movement has a proud and distinguished record when it comes to the empowerment of women and supporting their aspirations. PAM was the first party in the Federation to put a woman on the ballot as a candidate in 1971, the stellar Mrs. Mary Charles – George. PAM was the first party to have a woman elected to parliament in 1984 in Lawyer  Constance  Viola Mitchum.

Under the leadership of Ms. Mitchum the legislative agenda of the government actively supported the rights and aspirations of women and to this day the only pieces of legislation passed specifically for the benefit and empowerment of women were tabled by the government of the People’s Action Movement. PAM secured the rights of mothers to retain their position in the civil service even if they were unmarried; PAM also introduced a 13 weeks maternity benefit with pay for women. PAM also introduced organized Early Childhood Education for very young children both improving the development of children and increasing the access of women to gainful employment.

The People’s Action Movement Leader said ,“It is clear that there is still much to do to ensure that our women can reach their fullest potential. Sexual and domestic violence and sexual harassment are still serious scourges in our society. Teenage motherhood and the subsequent segregation into low wage jobs still steal a vibrant future from too many girls. Our activism and struggle must continue because women’s rights are human rights and for this reason we salute the United Nations Fund for Women for its leadership in this area,”.

International Women’s Day (8 March) is a global day celebrating the economic, political and social achievements of women past, present and future. We at the People’s Action Movement salute the valuable contriubutions of women in our Federation and around the world.

PM Douglas Precipitates Another Constitutional Scandal

In his usual arrogance Prime Minister Douglas has again found himself in serious constitutional trouble. In his haste to cement his weakening authority and undermine the influence of the Hon. Timothy Harris he appointed to Cabinet every single member on the government benches. He even co-opted the NRP representative as Attorney General and has left himself with no options with regard to the absolute constitutional requirement of a Deputy Speaker.

There is no escape clause from  32 (3) of the constitution which states that the only parliamentary business that can be conducted after the first business of appointing a Speaker of the National Assembly is the appointment of a Deputy Speaker. No parliamentary business can be conducted otherwise. With the only possibility on the opposition bench ensconced in the Attorney General’s chambers the Prime Minister is in a quandary. No member on the opposition benches will accept this position because the speaker and deputy must be neutral so that party would essentially be giving up one of its voices in the National Assembly. On the other hand the government has a plethora of voices and the Federation with its catastrophic National Debt can do with one less ministerial salary.

Speculation is rife that that Nigel Carty or Richard Skerritt will have to find a more lucrative salary elsewhere as one of them may  soon be stripped of his portfolio. In light of the serious allegations made in a court affidavit that came to light during the election campaign it is likely that Prime Minister Douglas will use this opportunity to relieve himself of a political liability in Nigel Carty. He will likely end up like the losing Labour candidates as a superfluous advisor to some Ministry to the burden of the taxpayer but the country will be spared the embarrassment of his scandal in the Cabinet.

The other choice that Prime Minister Douglas can make is to simply violate the constitution yet again by attempting to appoint another senator. In that case the court will have more work to do because yet another injunction will fetter the work of parliament.

In addressing the issue the Hon. Shawn K. Richards said “Prime Minister Douglas created this mess for himself and he will have to deal with the consequences. The bright side for the country in  this matter is that Douglas will have one less sycophant in the Cabinet,”

St. Kitts and Nevis Prime Minister Hon. Dr. Denzil L. Douglas, M.P. (Labour St. Christopher 6) has congratulated Mr. Vincent Bryon Jr., the senator-designate on the opposition benches in the Federal National Assembly.

“I congratulate Mr. Byron for this accolade that has been given to him. This responsibility, this appointment that has been given to him, that has been announced by the People�s Action Movement (PAM),” said Dr. Douglas during Tuesday’s “Ask the Prime Minister” weekly radio programme.

Dr. Douglas also used the opportunity to congratulate the Hon. Mark Brantley, M.P. (CCM Nevis 9), on his appointment as Leader of Her Majesty’s Loyal Opposition in the National Assembly.

The opening of a new session of the St. Kitts and Nevis National Assembly is scheduled for next week following the January 25th 2010 General Election which saw the return of the St. Kitts-Nevis Labour Party for an unprecedented fourth consecutive term of office.

The Labour Party received 60 percent of the votes on St. Kitts with six seats to the People’s Action Movement (PAM) two seats. In Nevis, the Concerned Citizens Movement.
