Premier of Nevis, Hon. Joseph Parry said farewell to outgoing Taiwanese Ambassador to St. Kitts-Nevis, H.E, Mr. Rong Chuan Wu on Thursday, at his Bath Hotel office.

Hon. Joseph Parry thanked the Ambassador for his work in Agriculture, Education, and Crime Prevention on Nevis.

Ambassador Wu began his tour of duty in early 2008, as the resident Taiwanese Ambassador to St. Kitts-Nevis.

“He has aggressively built on the projects and programmes initiated by Taiwan and undertaken new initiatives that have further deepened relations between our two countries,” Mr. Parry said.

Those initiatives included increased links between Nevis and Taiwan through the assistance in the growth of Agriculture on Nevis; the availability of scholarships for Nevisian students to pursue University education in Taiwan and financial assistance with a number of projects that would support Crime Prevention on the island.

During the brief meeting, attention was given to the development of programmes that would assist Nevis further in the area of Education.

Mr. Wu said he was honored to have served Taiwan as Ambassador to St. Kitts- Nevis, which had led to the further strengthening of mutual ties based on common values and beliefs.

His departure leaves room for the appointment of a new Taiwanese Ambassador to the Federation of St. Kitts and Nevis.

St. Kitts – Nevis Launches Human Resource Information System

The march towards e-Government continues in St. Kitts and Nevis with the recent launch of the Human Resource Information System (HRIS).

Prime Minister Honourable Dr. Denzil Douglas clicked the login button to officially activate the system which is an online solution for data entry, tracking payroll, benefits administration and performance record in a more cost effective manner.

“It’s a proud moment for me,” said Honourable Glenn Phillip, the Minister responsible for Technology. “The Government of St. Kitts and Nevis continues to maintain the position that Information and Communication Technologies (ICTs) do have a role to play in transforming the internal operations of the public service, in addition to providing support for the repositioning efforts of our national society.”

The comments were made at a ceremony held at the National ICT Center to commemorate the official launch of the HRIS, which was designed collaboratively by local technicians, and their counterparts from the Republic of China (Taiwan). Minister Phillip announced that workers at the Human Resource Department will undergo a comprehensive training exercise to manage the new processes.

Resident Ambassador His Excellency Rong Chuan Wu was equally pleased with the system’s activation and the ongoing relationship with the twin-island Federation.

“In St. Kitts, for the last three years … we have successfully launched and implemented eight to nine different systems,” the Taiwanese diplomat remarked, noting that this was the highest level of cooperation among Taiwan’s Caribbean allies.

“In fact the HRIS is one of the most important ones because as Government officials we all know very well it is more difficult to manage human beings than machines. That is why we believe that the HRIS is the locomotive to other e-Government systems,” stated Ambassador Wu.

Prime Minister Douglas thanked the ROC official for partnering in this venture and stressed that the slow processes of past decades are not in line with the need to analyze and present optional routes in a very efficient and desirable manner. He stressed that this system is part of a general civil service upgrade.

“There is the continuing pension reform initiative especially to include non-established working who are now referred to as Government auxiliary employees. There is of course the … revamping of the old general orders, replacing them with the new staff rules and guidelines that are going to be critically important as we make changes to ensure that we are keeping pace with the [developments] taking place around us globally,” the Prime Minister outlined.

HRIS is typically considered an excellent tool for career growth and development of employees.

President of the Republic of China on Taiwan, His Excellency Ma Ying-jeou says his government will expand its cooperation with allies if necessary.

President Ma made the comments on Monday shortly after accepting the Letters of Credence from the newly-appointed St. Kitts and Nevis Ambassador to Taipei, Her Excellency Ms. Jasmine Huggins at the Presidential Palace.

On arrival at the Presidential Palace, the new St. Kitts and Nevis Ambassador was greeted by the Taiwanese President and a Guard of Honour. Ambassador Huggins, accompanied by President Ma inspected the Guard of Honour.

Inside the Presidential Palace, President Ma said St. Kitts and Nevis has been fully supportive of Taiwan’s bid to join the international community and added that Taiwan is grateful for its support.

Since taking office in May, 2008, President Ma said he has pushed for flexible diplomacy and ending the diplomatic battle with China.

While relations between Taiwan and China have greatly improved, President Ma also said Taiwan will continue to cooperate with its allies. Ma said Taiwan might add new cooperation projects if necessary.

St. Kitts and Nevis Embassy established an Embassy in Taiwan in 2007, when Ms. Huggins was appointed Charge D’ Affaires.

Several students from St. Kitts and Nevis are studying at universities in Taiwan, but Ambassador Huggins said one of her aims is to expand this area of cooperation between Taiwan and St. Kitts and Nevis.

“I shall endeavor to vigorously pursue the educational opportunities that exist in the Republic of China for the youths of the federation wishing to further their studies,” she pledged.

“Our people-to-people exchanges, whether political, cultural or educational, can only serve to foster understanding, engender respect and build lasting relationships that would serve us in good stead in years to come,” said Ambassador Huggins.

Another of the ambassador’s stated priorities is to promote her country as a competitive market for investment opportunities in areas such as tourism, light manufacturing, information technology and agriculture.
